Latex leveling compounds are probably less sensitive to PVA than mainly cement based compounds, as they often contain less cement, and forms of vinyl ester, but I still wouldn't use PVA.
Any areas of plaster which are higher than the intended level of self levelling compound will certainly need to be removed first, but wouldn't loose much sleep getting it all up. The best plan would be to clean and buff the concrete to remove as much plaster and adhesive as possible, apply a primer and then the self levelling compound.
